Balancing Growth and Democracy in Uruguay

Uruguay is the smallest of the South American republics, but the distinctiveness of its political experience and innovations far transcends its size. It is perhaps best known today as a long-standing democracy that "failed," one now struggling to reaffirm and redefine its democratic traditions. However, it is also a country that in the nineteenth century created democracy out of chaos and translated its traditional corporatist values and realities into democratic institutions. It experienced a profound disillusionment with the modern premises of economic growth and stability, as well as a period of escalating political instability and incremental military intervention. In 1985 Uruguay reestablished democratic government and politics, and since then it has been preoccupied with defining the meaning of "normalcy" in the new context.
Uruguay often has been viewed as an historical exception to the general pattern of politics in Latin America, an isolated instance of enlightened pluralistic politics in a region of corporatist authoritarianism. Uruguayans, in fact, have shared the same corporatist values as most of their neighbors but, almost uniquely, have shaped them into distinctive democratic processes and traditions, borrowing selectively from the experiences of Europe and the United States and, as necessary, making innovations to suit their own environment. Today Uruguay has reestablished its democratic heritage and revitalized its historic values, and in the process has cautiously explored
